Well Abandonment Information

NOTICE TO

PROPERTY OWNERS, MINERAL OWNERS AND LEASEHOLDERS THAT THE PROPERTY THEY OWN OR LEASE FALLS WITHIN THE BOUNDARIES OF A WELLHEAD PROTECTION AREA

Vincennes Water Utilities has been working with a group of community volunteers and leaders to develop a plan to protect Vincennes’ drinking water supply from contamination. This effort, called wellhead protection, satisfies the criteria promulgated in The Indiana Wellhead Protection Rule (327 IAC 8-4.1) and has been approved by the Indiana Department of Environmental Management (IDEM). This plan protects a specific area referred to as the wellhead protection area, which is the area where groundwater will reach drinking water supply wells within five years.

The Wellhead Protection Rule requires Vincennes Water Utilities to notify property owners, mineral owners, and leaseholders that the property they own or lease falls within the boundaries of a wellhead protection area. You have received this letter because your property is located within a wellhead protection area.

One important way to protect drinking water is to properly dispose of hazardous materials. Another important way to protect drinking water is through proper well abandonment. Well abandonment also ensures the safety of children and pets by plugging/sealing holes into which they can easily fall. Since wells can serve as a direct conduit for contamination of groundwater, it is important to follow state regulations and guidelines on how to properly cap and abandon any unused wells on your property. Information on well abandonment, wellhead protection and what else you can do to protect our community water supply will be posted periodically on our website: www.vinutilities.com and the Knox County Solid Waste Management District website: knoxcountyswmd.com.

Wellhead protection rules also state that anyone using pesticides must follow statutes IC 15-16-4 and IC 15-16-5.  If you have any questions or concerns regarding these statutes, please contact the Indiana Office of the State Chemist and Seed Commissioner at (765) 494-1492.

The Vincennes Water Utilities wellhead protection plan is available for review at the Vincennes Water Utilities Office, 403 Busseron Street, during normal business hours.  To learn more about wellhead protection and what you can do to protect your water supply, please visit the IDEM web site for more information.
